Tito didn't control the fight the whole time, he only got takedowns. While they were down though, you could argue that Frank was in control. He controlled Tito and relaxed and waited for opportunities to get up. I would say that any fight of Ortiz is going to be sort of boring because he sprawls on people with his 80 pound head.
